There are two streams of interaction that can be enhanced by an Internet-enabled government.

One is to provide services online that previously were only available through in-person or paper-based interaction. The other is to use the participative web to engage with citizens, to enable a freer, more direct, more rapid discussion between government representives and citizens, and between citizens themselves.

The Guardian reported in 2006 that "In Canada, more than 50% of the population file their returns online. Denmark and Sweden have achieved even higher rates."

To some extent, it is a relatively straightforward technical AND process challenge to translate offline services into online capabilities.

For citizen engagement, the technologies are now becoming available, but there are few if any existing processes in place to build upon.

The participative web can change how governments organise their internal processes and engage with citizens, business and society as a whole to deliver policies, information and content. The participative web can be an open platform with watchdog functions that expands the diversity of opinions, political and societal debates, the free flow of information and freedom of expression. It is increasingly part of politics through online campaigns, social network profiles and political blogs becoming commonplace. However, with opportunities come new challenges such as censorship, mis-information, and social exclusion for those not online.

Questions to be addressed include:

How are governments using participative web tools to improve their internal processes?
How are governments using participative web tools to engage with citizens, business and civil society?
How can these tools support more inclusive policy making and greater societal engagement? How does it change the political process?

Wolfgang Blau is an independent journalist and media expert from Germany, based in the U.S. and Germany. In 2004, he covered the U.S. Presidential Elections in Washington D.C. for Germany's ZDFonline and Deutsche Welle Online. Throughout 2008, he will again be covering the U.S. Presidential Elections with a special emphasis on how the internet is changing politics, campaign strategies and financing, citizen engagement and the agenda of conventional mass media.

In 1999, Wolfgang Blau developed the first online audio portal of a european daily newspaper for DIE WELT. In 2004, he produced the first podcast of a German media company for ZDF. Together with journalist Alysa Selene, Wolfgang Blau is the author of the forthcoming book "German Dream," a series of interviews with international thought leaders about the importance of inspiring societal dreams, both for nations and individuals.

Alejandro Hernandez Pulido: B.A. in Economics by the Mexican Autonomous Institute of Technology (ITAM). Mr. Hernandez has been founder and chairman at diverse real state industry enterprises and non profit organizations, highlighting Capital Vertical; Home Empowerment Network (HEN), which had the very fist real state web site in Mexico, among others.

As well, he was founder and treasurer at UNETE Association and since 1999 is an advisor member of the Seattle’s Internet Research Center at University of Washington.About his Public Sector Acquaintances, Mr. Hernandez was member of the Coordination of Advisors at Mr. Ernesto Zedillo Ponce de Leon’s Office as part of his staff when Mr. Zedillo was running for the presidency; later, Mr. Hernandez was Advisor at Agriculture and Hydraulic Resources Planning Under Secretary at Federal Government; CEO of the Prospective and Special Projects Unit of Mexican Presidency (UPPE), where he conceptualized the development, implementation and management of the Presidential Internet System (SIP).

Most recently, Mr. Hernandez is Chief Operating Officer at e-Mexico National System Coordination within the Mexican Communications and Transport Ministry, leading projects such as broadband and communitarian connectivity, digital content and web services development and systems platforms that will foster the Mexican transition towards Information and Knowledge Society.

Donald G. Lenihan

Donald G. Lenihan PhD., M.A., B.A. is the founder of Crossing Boundaries (www.crossingboundaries.ca), a non-partisan, multi-stakeholder network from across Canada. Its mission is to act as a champion for the transformation of government and governance in Canada through the responsible use of information and communications technologies.

Don is currently also Advisor to the Government of New Brunswick on Public Engagement. He has over 20 years experience as a writer, analyst, facilitator and speaker in areas ranging from electronic-government to citizenship and diversity. Throughout his career, Don has developed and led dozens of national research and consultation projects involving senior public servants, academics, elected officials, journalists and members of the private and third sectors from across the country.

He is the author of numerous articles and studies, including, most recently, Progressive Governance for Canadians: What You Need to Know, a book-length study on governance. He is a columnist with the magazine CIO Government Review, and a former columnist with the Hill Times newspaper in Ottawa.

Ellen S. Miller is the co-founder and Executive Director of the Sunlight Foundation. Prior to assuming this position in January 2006, she served as Deputy Director of Campaign for America's Future, where she directed its Project for an Accountable Congress. She is the founder of two prominent Washington-based organizations in the field of money and politics -- the Center for Responsive Politics and Public Campaign -- and a nationally recognized expert on campaign finance and ethics issues.

She is a well-recognized public speaker, commentator, and writer on these issues. She has written frequently for TomPaine.com, The Hill, The American Prospect, and The Nation. Her experience as a Washington advocate for more than 35 years spans the worlds of public interest advocacy, grass roots activism and journalism. In addition to her more than two decades of work on the issue of money in politics, Ms. Miller was the publisher of TomPaine.com and a senior fellow at The American Prospect. She spent nearly a decade working on Capitol Hill.
